To help meet the urgent need for more housing in Auckland, Kāinga Ora is looking at how we could redevelop sites at:
Kāinga Ora is proposing to replace the existing 89 houses across Bellgrove Place, Riversdale Road and Wairau Avenue with approximately 229 mixed tenure properties, ranging from two level terraces to three level walk up apartments. Just over half the homes will be owned by Kāinga Ora for public housing, and the rest will be market homes. The proposal also includes a multi-functional room, open green space and small Kāinga Ora satellite office
Resource consent process
Kāinga Ora lodged for resource consent for the subdivision of the site and related infrastructure in September 2020. The application included bulk earthworks to clear the sites of existing buildings and vegetation; and contamination remediation. The resource application was notified due to the size and complexity of the development.
Resource consent hearings were open to the public and took place on 28 - 29 June 2021 at Auckland Town Hall at 9:30am. More information can be found on the Auckland Council website.(external link) Resource consent (subject to conditions) was granted 20 September 2021.
Following the resource consent notification, Auckland Council also publicly notified the proposed land exchange of Bellgrove reserves. Public submissions opened on 22 March and closed on 18 April 2021. Four submissions were received with only one objector.
At the Whau Local Board meeting on 26 May 2021, board members confirmed their support for the proposed land exchange. Kāinga Ora will provide capital investment and the park will be vested back to Auckland Council who will cover ongoing maintenance costs. Along with the local board, Parks, Sport and Recreation wants to ensure the park is seen as a public amenity, not just for the exclusive use of Bellgrove residents.
Auckland Council has subsequently approved the exchange.
Where are we at?
The urban redevelopment of Bellgrove Place and surrounds remains a high priority project for Kāinga Ora in the North West Auckland region. The focus for the project team has been to work through funding and financing options and further detailed design opportunities.
We are also committed to ensuring that the homes meet the Healthy Homes work which must now be done by June 2024, meaning existing Bellgrove homes must now be included in the programme, where previously we envisaged different timings.
Our local team has been in touch with customers to confirm the Healthy Homes upgrades requirements and will keep in touch with them as a priority to confirm when the redevelopment is likely to proceed once further updates are available.
We note the resource consent has a 5 year timeframe for any changes, additions or improvements as part of detailed design and/or funding/financing confirmations.

To help meet the high demand for housing in Auckland, around 80 new homes are proposed for a 2,000 sqm site at 18 Totara Avenue, New Lynn.
The site was purchased by Kāinga Ora from Eke Panuku (on behalf of Auckland Council) and houses the heritage-scheduled Oag’s buildings, built in 1925. Kāinga Ora will retain the Oag’s buildings’ façade to form part of the frontage of a proposed nine-story mixed use building.

- Easy access to community amenities and walk-able public transport connections to all of Auckland.
Next steps
Changes in the cost and availability of labour and materials have been affecting the construction sector for some time, especially since the Covid-19. We will make a decision about progressing this project later this year with delivery not expected until after 2026.
To keep the site safe in the meantime, a brick façade remains in place around the exterior of the structure. The site is regularly patrolled and there are fences around the building.

Across Auckland Kāinga Ora is building many more new homes to meet the need for public housing. New Kāinga Ora homes are designed and built to modern standards as well as compliant with Healthy Homes Standards and to Home Star 6.
Kāinga Ora already has a presence in the Hibiscus and Bays area but we know we need more homes to meet need; there were 126 whānau waiting for homes in the region as at December 2022. We have to think carefully about how we can meet some of that demand by increasing the supply of housing.
We are looking at how and where we deliver public housing and other kinds of housing across Millwater, Silverdale, Orewa and the wider Hibiscus Coast. In order to do this, we have brought on the Engagement collective, Community Think.
The engagement work we’re doing in the Hibiscus and Bays area is broader than we usually undertake and involves several different suburbs. We have no current proposal for new housing in this area – we want to get the community’s feedback before we decide our next steps.
The initial round of engagement will be done in April and May.

Across Auckland Kāinga Ora is building many more new homes to meet the need for public housing. New Kāinga Ora homes are designed and built to modern standards as well as compliant with Healthy Homes Standards and to Home Star 6.
Kāinga Ora have around 300 homes in Ōrākei which are mostly aged stock with many of these on large underutilised sections. A project team is creating a neighbourhood plan that appraises all Kāinga Ora landholdings in the project study area and will set goals around the following:
- Replacing aged and delivering new public housing
- Design and built form
- Urban Ngahere aspirations
- Storm water design
- Transport and pedestrian links
The Ōrākei Neighbourhood Plan will inform our approach to redevelopment in Ōrākei over the next 7 to 10 years.

We are working with our iwi partner Ngāti Whātua o Ōrākei, Ōrākei Local Board, local stakeholders such as schools, and other agencies like Auckland Transport to ensure the plan recognises local assets, identifies opportunities for improvement, and wider benefits for the people of Ōrākei. A local advisory group established in 2021 is also supporting this planning for Ōrākei.
Over the past twelve months we have heard feedback from a number of community representatives. We will continue to provide further opportunities for input into our plans as they progress.

What type of new housing does Kāinga Ora plan to build in Ōrākei?
Any new housing in Ōrākei will be built to meet the future needs of customers. There is demand for public housing for older people, families/whānau and homes that meet universal design standards with accessible features.
What is the timeframe?
This is a long-term plan for Ōrākei with any new Kāinga Ora housing to be delivered over a seven to ten year period.
What about your customers – will they have to move away from Ōrākei?
Any Kāinga Ora customer affected by redevelopment is supported through the process. A dedicated rehousing team works one-on-one with individual customers to find them another Kāinga Ora home that meets their needs.
A customer can also choose to return to the community they were living in – in this case Ōrākei if they need to move elsewhere temporarily while new homes are being built.
Kāinga Ora also pays reasonable relocation costs including a moving truck and disconnection and reconnection of power, phone and internet.
What about public transport – is this also part of your future planning for Ōrākei?
We are continuing to work alongside Auckland Transport to ensure transport issues for the community are considered as part of our neighbourhood planning.
What about the many native and mature trees around the suburb – will they be saved or removed as part of the redevelopment?
Yes, trees have are mapped and included as part of our development planning. We will always try to save native and mature trees where possible. For more information about our sustainability policy.
What is the role of the Ōrākei Project Advisory Group?
The role of this group is to provide advice and further opportunities for community input into the neighbourhood plan as this work progresses. The The advisory group includes stakeholders and representatives from the Local Board, local schools, Ngāti Whātua o Ōrākei, Ministry of Education, and Ōrākei Community Association.
How many Kāinga Ora homes are in Ōrākei?
Kāinga Ora has just under 300 homes in Ōrākei and some of these are the first state houses to be built in Auckland. Many of these properties are also on large under-utilised sections. Through better utilising our existing land we can provide new homes with modern amenities that will meet the needs of current and future generations.
What is the demand for public housing in Ōrākei?
Since 1990 only two sites had been developed until our new Kāinga Ora public housing developments in Grace Street and Sudeley Street were completed in 2022.
As 31 December 2022 129 households were on Ministry of Social Development’s Housing Register needing homes in Ōrākei. In March 2019 there were 72 households so there continues to be high demand for more public housing in Ōrākei.

Update April 2023 - Since this project was announced, archaeological investigations have revealed that it is a site of cultural significance, which impacts how we develop the land. We remain committed to providing public housing on this site and will keep the community informed of progress.
We are replacing 8 older state homes on 5,566 sqm and propose 40 new modern, warm and healthy homes. We will continue to keep you informaed of progress but whatever we build on the site will also include consideration of the outdoor spaces based on the new archaeology information.

Frequently asked questions
Will any new development shade existing houses?
All of the relevant Auckland Unitary Plan zones contain standards any new development including Kāinga Ora redevelopments must comply with.
These standards include ‘height in relation to boundary’. The purpose of this is to manage the height and bulk of buildings at boundaries to maintain a reasonable level of sunlight and minimise any adverse effects to immediate neighbours. These requirements change depending on the zone.
Kāinga Ora also produce design guidelines for their developments. This includes shading guidelines, so that designs of future potential apartments minimise effects of shading on the neighbouring properties and community spaces.
What about crime and security in the area?
New Kāinga Ora developments are designed to promote safe environments and exhibit good CPTED (Crime Prevention Through Environmental Design) principles.

How will you address parking?
Generally speaking with our Kāinga Ora developments we aim to provide a good balance between the number of homes and the number of carparks within a development site.
What happens to existing Kāinga Ora tenants in the area?
Kāinga Ora has a dedicated regional tenancy rehousing team to work one-on-one with affected customers to find them another home when the time comes for them to move. Customers are supported through the rehousing process and Kāinga Ora also pays reasonable relocation costs associated with the move including reconnection of power, phone and internet. Our intent is to stage developments so customers can move within the neighbourhood, where possible.

Frequently asked questions
Will any new development shade existing houses?
All of the relevant Auckland Unitary Plan zones contain standards any new development including Kāinga Ora redevelopments must comply with.
These standards include ‘height in relation to boundary’. The purpose of this is to manage the height and bulk of buildings at boundaries to maintain a reasonable level of sunlight and minimise any adverse effects to immediate neighbours. These requirements change depending on the zone.
Kāinga Ora also produce design guidelines for their developments. This includes shading guidelines, so that designs of future potential apartments minimise effects of shading on the neighbouring properties and community spaces.
What about crime and security in the area?
New Kāinga Ora developments are designed to promote safe environments and exhibit good CPTED (Crime Prevention Through Environmental Design) principles.

How will you address parking?
Generally speaking with our Kāinga Ora developments we aim to provide a good balance between the number of homes and the number of carparks within a development site.
What happens to existing Kāinga Ora tenants in the area?
Kāinga Ora has a dedicated regional tenancy rehousing team to work one-on-one with affected customers to find them another home when the time comes for them to move. Customers are supported through the rehousing process and Kāinga Ora also pays reasonable relocation costs associated with the move including reconnection of power, phone and internet. Our intent is to stage developments so customers can move within the neighbourhood, where possible.
