To help meet the urgent need for more housing in Ruakākā, Kāinga Ora is looking at building on sites at:
- Peter Snell Road and Tiki Place
- Tamingi Street and Tiki Place

We are looking at building 2 three-bedroom homes on 1,629 sqm.
To help meet the urgent need for more housing in Tikipunga Whangarei, Kāinga Ora is looking at building on sites at:
- Balmoral Road and Townsend Place
- Paramount Parade
- Paramount Parade and Hawea Place
Balmoral Road and Townsend Place
A total of 25 homes will be built on a 4,757 sqm site. Resource consent was lodged in January 2023. There will be:
- three, three-storey walk-up apartment blocks containing 6 one-bedroom and 11 two-bedroom apartments and a multipurpose community room
- eight, two storey stand-alone and duplex homes, made up of 4 three-bedroom, 2 four-bedroom and 2 five-bedroom homes.

Paramount Parade
A total of 17 homes will be built on a 3,041 sqm site. Resource consent was lodged in August 2022. There will be:
- Two, three-story walk-up apartment blocks containing 12 two-bedroom units
- Five, two storey townhouses. Three homes are detached; two four-bedroom homes and one five-bedroom home. The other two homes are three-bedroom duplexes.

- 21 two-bedroom
- 8 three-bedroom
- 11 four-bedroom
- 3 five-bedroom
- 1 six-bedroom

Kāinga Ora - Homes and Communities is engaging with the Otangarei community about potential development options for the neighbourhood. We want to find out what people value most about the area, along with their future priorities.
Why we are having discussions now
Around 40% of the homes in Otangarei are rented by Kāinga Ora to more than 460 customers. While we have maintained these homes over the years, many of them will require major upgrades in future, and this gives us an opportunity to explore options for development.
What we want to find out
We want to identify potential development options in Otangarei that:
- Tautoko Māori interests and aspirations
- Help support mahi that benefits local whānau and the community
- Improve the quality and types of homes, and
- Connect locals to home ownership opportunities and products.
Who we are engaging with
We are talking with customers, residents, landowners, small businesses, and other local agencies about their priorities for the area. We are also working in partnership with hapū, the mana i te whenua, community groups and the local council.
Next steps
Once we have heard from the community, we will develop a neighbourhood plan. We will also look to partner with local agencies to help create better community outcomes.
It’s important to note that we are in the early stages of exploring potential development options. If the project goes ahead, it will likely be delivered in stages over 8 to 10 years.

Clark Road and King Street
We let you know in February 2023 that to meet the urgent need for housing in Te Tai Tokerau, we are partnering with Gemscott to deliver new modern homes at Clark Road and King Street. We are currently working with Gemscott to explore alternative design options for these site/s in response to feedback we have received. We will provide an update on this when we have more information to share.
Kerikeri Road
We are exploring design options for 115 Kerikeri Road. We will provide an update on this when we have more information to share.
