Overview and community engagement
To help meet the high demand for housing in Hamilton, Kāinga Ora is planning to build 60 new homes on the vacant Crown-owned land in Endeavour Avenue, next to the Flagstaff shops. These modern high-quality houses will be a mix of public housing and privately owned market housing.
In August 2021 resource consent was granted for the construction of these two-storey homes and apartments on the almost two-hectare site.
In mid-2020 early concept designs for the development were shared with neighbours, stakeholders and the community.
Following consideration of this feedback, designs for the homes were revised to ensure the pressing need for more housing in fast-growing Hamilton would be met, while building homes which fit in with the neighbourhood.
The changes included reducing the number of homes from 70 to 60 and lowering the apartment buildings’ height, so all buildings are two-storey.
Now resource consent has been granted, we are working on further detailed design work and our procurement approach for how these homes will be built.
Site preparation and civils work will start later in 2022, with construction starting in early 2023. We are planning to have the homes completed in 2024.

We are building 60 homes:
- 19 two-bedroom apartments in 5 two-storey buildings
- 32 three-bedroom homes
- 8 four-bedroom homes
- one five-bedroom home
- 36 public homes and 24 privately owned market homes
- 9 of these would be accessible
- a community room with connected green space is included.
The new homes will be:
- a mix of two-storey homes with gardens and 5 two-storey apartment buildings
- low maintenance, fully insulated, with double glazing, carpets and curtains
- built with a gable roof
- built to a higher spec than required under NZ building standards.
The development will include:
- landscaping and planting with specimen trees and natives, in keeping with the local environment
- broad shared paths to promote and connect to the existing pedestrian and cycling network
- 135 off-street parking for all homes, along with 34 visitor parking.

Frequently asked questions
What are the next steps with this development?
Now we have resource consent (received in August 2021) we are pushing ahead with our procurement and detailed design work for these homes. We are aiming for a late 2022 start for initial site set up work, eg construction safety fences, hoardings, ground work and services, with construction to follow. Completion for the public homes is planned for 2024. As with any construction project, timeframes are subject to change.
What conditions was the resource consent been granted with?
These are generally minor and technical in nature or conditions related to minimising the effects of construction. Examples include: construction traffic, noise and hours of work; traffic calming and road upgrading; and street and pathway lighting; and management of the community room
Are there any changes to the plans which were applied for?
Hamilton City Council didn’t require any significant changes to the application lodged – a reflection of the community feedback which was included, as well as the extensive pre-application process which Kāinga Ora and the council carried out.
Do you have building consent?
Not yet, but once detailed design work for these homes has been completed, consents will be applied for in 2022.
Who will build these homes?
It’s too early to say who will build these homes, but we would encourage local construction companies to express their interest through the procurement process.
How much of a need is there for housing in Hamilton?
The housing market in high-growth Hamilton has been under pressure for some time. There is a growing need for more homes with 1,527 households on the Housing Register at March 2021. Kāinga Ora has around 3,120 homes in the city for people needing public housing, with around 350 extra homes delivered since the end of 2017.
What design and quality standards will the development and homes meet?
Our aim is to create a community which is inclusive, thriving and connected, with homes which have been built with environmental sustainability outcomes, and which exceed NZ building standard requirements. The development has been designed with input from specialist architecture, urban design, landscape, and development and construction experts. We received positive feedback about the proposed development from Hamilton City Council’s independent Urban Design Panel.
Who will live in the new homes and for how long?
The public homes would be matched to individuals and families on the Ministry of Social Development’s Housing Register, giving priority to those in greatest need of a home, and considering location due to work, family, education and other factors. These would not be short-term or transitional stays, but permanent long-term homes for individuals and families living in this community.
Who will maintain the Kāinga Ora homes?
As with any rental property, the tenants have responsibility for maintaining certain aspects of their home. In terms of significant maintenance work or repairs, that is managed by Kāinga Ora and we have a maintenance team that co-ordinates and manages all of that work. Our customers in this development will be managed by a Hamilton-based tenancy manager, and as with any rental property, our customers make contact when maintenance or repair work is needed.
How does Kāinga Ora work with and support their tenants?
We always help our new customers settle into their new home and community. A key focus is to ensure they understand their responsibilities, including being a good neighbour and connecting with their community. If we are made aware of any concerns, our Hamilton-based tenancy manager works quickly with our tenants to address these. The tenancy manager will have a regular presence onsite.
Why will this development have a mix of market and public housing?
One of the roles the Government asks of us is to provide high quality housing options for all New Zealanders. A mix of 36 public homes and 24 privately owned market homes of different sizes are planned, including nine which are accessible. This mix offers a wide range of options to Hamilton people needing homes.
How would the market homes be delivered?
We are continuing with our work on the 24 market homes and looking at delivery options and timeframes.
Why were initial concept design plans changed?
Through engagement in 2020, the feedback we received around the height of the apartments, the number of homes, and potential traffic and parking impacts in particular, led us to review initial plans to address the most significant issues people told us about. The final consented designs for these homes will help meet the pressing need for more housing in the city, while building homes which better fit the neighbourhood.
What parking would be provided?
135 off-street parks would be provided, including 34 parks on the internal loop road.
Isn’t this land part of the park?
No. While this site has Flagstaff Park across its northern boundary and may look like it is part of the park, this 1.9hectare site is Crown-owned land and was legally set aside for public housing around 12 years ago.
Will there be enough space in schools in the area when these homes are built?
The Ministry of Education has provided the following: “In response to the expected population growth in this catchment the Ministry of Education has plans for additional classroom spaces in the junior and senior high currently underway. Endeavour Primary school has capacity to take additional students and this development will be factored into calculations for the future. We believe that overall the schooling network in the catchment area is well prepared to receive the expected number of new students from the Endeavour Ave Kāinga Ora housing project.”
